Town Board Meeting February 6th, 2023

The town board meeting of the Town of Mount Hope Town Board was held at the Mount Hope Town Hall on February 6, 2023 at 7:30pm with the following present: Supervisor Matthew Howell, Councilman Brian Carey, Councilman Jim Jennings, Councilman Chris Furman, Councilwoman Amanda Davis and Town Clerk Kathleen Myers.
OFFICIALS PRESENT: Deputy Police Chief M. Maresca, Attorney D. Bavoso, Highway Supt. D. Hassenmayer.

Following the Pledge of Allegiance, Supervisor Howell called the meeting to order at 7:30pm.

MOTION TO ACCEPT PRIOR MEETING MINUTES:
MOTION offered Councilman Furman 2nd Councilman Carey that the minutes of the January 17, 2023 meeting are accepted as submitted. All in favor: Howell, Carey, Davis, Furman, Jennings; carried.

COMMITTEE REPORTS:
Councilwoman Davis reported the planning board meeting is on February 15 at 7pm.
Councilman Carey reported re: Mount Hope Chinese Assoc’s new year celebration. The celebration was great. The parking was a disaster. He suggested possibly shuttling people from an alternate parking spot if they do this next year. The Howells FD is holding a blood drive on 2/28/2023 from 2-8pm. He has had 2 inquiries for the summer camp. If they have it, it would run from 7/10 through 8/25. Director applications are due by March 20th. On Jan. 24th he viewed different town signs with Lewis Signs for possible replacements. He hopes to have quotes for the next meeting. He congratulated Chief Rickard on his retirement and wished him well. The Otisville little league had a meeting on 2/1. They inquired about the garbage cans for the LL fields. They need some by the “D” field and playground equipment. They also inquired when they could get the clay. The gym card access card issue should be fixed tomorrow.
Councilman Furman thanked Chief Rickard for his service. The MVYFL cheerleaders won a competition. Congratulations to them. The wrestling tournament had a good turnout. Everything is ready to go at the HV sewer plant. He is waiting for the company to give him an ETA for the installation.
Councilman Jennings reported the OFD had 144 fire calls for 2022. They had 5 calls in January 2023. He spoke re: a grant from Senator Skoufis. The village is looking for a planning board/ZBA secretary. He spoke re: sales tax and the village. He spoke re: youth center generator. He asked for a warranty quote. He asked the board if they would entertain having an egg hunt instead of a parade this year at the youth center.

HIGHWAY DEPARTMENT:
Supt. Hassenmayer asked about the youth center warranty. Councilman Jennings explained. Supt. Hassenmayer spoke re: block heaters not lasting too long. He reviewed the bids/quotes for the town hall addition framing materials from Neversink Lumber, Seekamp Lumber and 84 Lumber. He recommends accepting Neversink Lumber which includes the trusses for $19,293.60.

MOTION TO ACCEPT BID FROM NEVERSINK LUMBER FOR TOWN HALL FRAMING MATERIALS:
MOTION offered Councilman Carey 2nd Councilman Jennings to accept the bid from Neversink Lumber including trusses for $19,293.60. All in favor: Howell, Carey, Davis, Furman, Jennings; carried.

Supt. Hassenmayer added that the loader has been refurbed.

POLICE DEPARTMENT:
Deputy Chief Maresca stated that the department is still looking to fill the vacant officer positions. He thanked Chief Rickard for all he has taught him over the years. He will be missed.

At this time, Supervisor Howell informed the board that the Restore NY grant was filed on January 26th.
He explained the software repair for the gym access cards.
He wanted to recognize Chief Rickard for his almost 13 years of service. He wished him well.

MOTION TO ACCEPT RESIGNATION FROM POLICE CHIEF RICKARD:
MOTION offered Councilwoman Davis 2nd Councilman Jennings to accept the resignation from Police Chief Paul Rickard effective March 1, 2023. All in favor: Howell, Carey, Davis, Furman, Jennings; carried.

MOTION TO APPROVE HIGHWAY BUDGET MODIFICATION:
MOTION offered Councilman Carey 2nd Councilman Furman to approve the following:
Increase Scrap metal DB2650 by $234.28 and
Increase Machinery Equipment Contr. DB5130.4 by $234.28.
This reflects payment from Sims metal management for scrap metal collected.
All in favor: Howell, Carey, Davis, Furman, Jennings; carried.

MOTION TO AUDIT THE CLAIMS:

MOTION TO APPROVE JUSTICE COURT AUDIT:
MOTION offered Councilman Furman 2nd Councilman Jennings that the justice records/receipts & docket have been duly examined and that the fines therein collected have been turned over to the proper officials of the Town of Mount Hope as required by law. All in favor: Howell, Carey, Davis, Furman, Jennings; carried.

LIBRARY CONTRACT UPDATE:
Supervisor Howell will be attending the library meeting on the 7th. He will report at the next meeting.

AT THIS TIME, Supervisor Howell reminded everyone our next town board meeting will be on February 21, 2023 due to the President’s Day holiday.

PUBLIC COMMENT:
Jodi Bolsenbrook (Otisville PTO) spoke re: FUN RUN competition at the town park as a fundraiser. The proposed dates are 5/20, 5/13 or 6/3. It would be either 10-3 or 9-2. Supt. Hassenmayer asked if they should fill out an application. Attorney Bavoso stated that they should.

MOTION TO APPROVE OTISVILLE PTO REQUEST TO USE PARK/PAVILION FOR A FUNDRAISER:
MOTION offered Councilman Carey 2nd Councilman Furman to approve the request from the Otisville PTO to use the park pavilion for a fun run competition on May 20th and that the fee to rent the pavilion is waived. All in favor: Howell, Carey, Davis, Furman, Jennings; carried.

BOARD COMMENTS:
Councilman Jennings thanked Chief Rickard for his service to the town.
Councilwoman Davis reminded everyone that public event rentals are for the rental side only – NOT THE GYM SIDE.

MOTION TO ENTER INTO EXECUTIVE SESSION:
MOTION offered Councilman Carey 2nd Councilman Furman to enter into executive session at 8:05PM for a personnel matter and a rental matter. All in favor: Howell, Carey, Davis, Furman, Jennings; carried.

MOTION TO RECONVENE THE REGULAR MEETING FROM EXECUTIVE SESSION:
MOTION offered Councilwoman Davis 2nd Councilman Carey to reconvene regular meeting from executive session at 9:04pm. NO ACTION WAS TAKEN IN THIS EXECUTIVE SESSION. All in favor: Howell, Carey, Davis, Furman, Jennings; carried.

MOTION TO REFUND SENIOR CENTER RENTAL FROM JANUARY 29, 2023:
MOTION offered Councilman Furman 2nd Councilman Carey to refund the rental for the senior center from the January 29, 2023 rental due to parking issues from the rental on the same day at the youth center. All in favor: Howell, Carey, Davis, Furman, Jennings; carried.

MOTION TO ADJOURN MEETING:
MOTION offered Councilwoman Davis 2nd Councilman Jennings to adjourn the meeting at 9:04pm. All in favor: Howell, Carey, Davis, Furman, Jennings; carried.

The next meeting is scheduled for February 21, 2023 at 7:30pm at Town Hall.
