Town Board Meeting November 21, 2022
OFFICIALS PRESENT: Chief Rickard, Dep Chief Maresca, Attorney Bavoso, H’way Supt. Hassenmayer
Supervisor Howell called the meeting to order at 7:30pm following the Pledge of Allegiance.
MOTION TO ACCEPT PRIOR MEETING MINUTES:
MOTION offered Councilman Furman 2nd Councilwoman Davis to accept the minutes from the 11-07-2022 meeting as submitted. All in favor: Howell, Jennings, Furman, Carey, Davis; carried.

COMMITTEE REPORTS:
Councilwoman Davis: Thank you to everyone who joined in for the Veterans parade: VFW, Otisville FD, Howells FD, highway dept., police dept. (for speakers, fellow board members & various non-profits.
Councilman Carey: Thank you Amanda, for organizing the parade. Otisville LL has spring 2023 open registration – it is online at: otisvillell.com. Dec 3rd is our tree lighting and a movie starting at 6:30 at the youth center building. Congrats to all for the results of the election. We have a new Assemblyman: Karl Brabanec. Congrats to John Goldsmith. He has ordered the tape for the pickleball courts but shipping is delayed.
Councilman Furman: Thank you Amanda for coordinating the parade. He thanked Bill Michelitch for driving people unable to walk in his convertible.
He will take care of ordering supplies for senior & youth center rental supplies.
Councilman Jennings: Village is in need of a planning and ZBA clerk. Dec 2 is village tree lighting at fire house. Patriot tree lighting will be 12/7 at 6pm. Next village meeting is 12/1. I would like to look into moving the elections to the youth center. Supervisor: I will call BOE and look into that.
POLICE:
Chief Rickard reported the new 151 is being lettered. The old 151 is ready for whatever the board decides to do with it. The interview with the possible FT officer was postponed due to COVID. Received a letter from the Attorney General’s office to DA Dave Hoovler’s office that they are not going to investigate Chris Mazzella’s shooting (with the state police). He further reminded the board of the need for the snow guards. Supt. Hassenmayer stated they were ordered last Friday. Discussion on the movie/snacks/drinks for the tree lighting. Dean will work on the screen with the guys.
SUPERVSIOR HOWELL thanked Councilwoman Davis for organizing the Veterans parade. He forgot to acknowledge the village on the day of the parade for allowing us to use the park as well as the fire station.
MOTION TO APPROVE THE SUPERVISOR’S REPORT:
MOTION offered Councilman Furman 2nd Councilman Carey to approve the Supervisor’s report for October 2022 as presented. All in favor: Howell, Davis, Jennings, Carey, Furman; carried.
MOTION TO AUDIT THE CLAIMS:

TREE LIGHTING:
Tree lighting will be 12/3 at 6:30pm. Santa will make a visit.
RESTORENY GRANT:
Supervisor Howell: there are multiple rounds of funding for the RESTORENY grant. Lucy from Cornell wanted to postpone the initial round until this round. He is requesting approval to send a revised letter of intent.
MOTION TO SEND LETTER OF INTENT FOR RESTORENY GRANT:
MOTION offered Councilman Carey 2nd Councilman Furman to authorize sending a revised letter of intent to participate in the RESTORENY grant. All in favor: Howell, Davis, Jennings, Furman, Carey; carried.
MOTION TO SET PUBLIC HEARING FOR RESTORENY GRANT:
MOTION offered Councilman Furman 2nd Councilman Carey to set the date for a public hearing for RESTORENY grant for 12/20/2022 at 7:30pm at town hall. All in favor: Howell, Davis, Jennings, Furman, Carey; carried.
PUBLIC COMMENT:
MARYBETH HORZEPA: Lucy was at the last planning board meeting. She believes the application due date is at the end of January 2023. She believes what they are applying for meets within the parameters.
ALISON MILLER: FOTOS as the recipient of a CREST grant for $100,000.00 for the continued HVAC installation for the old school community center. This was largely in part due to Senator Skoufis’ efforts. She wanted to recognize this publicly. She asked if there’s been any decision on the LL field request. Supervisor explained we are going to have the town engineer review the plans but hasn’t made the site visit yet.
TOWN BOARD COMMENTS:
Councilman Jennings wished everyone a happy Thanksgiving.

Councilman Carey added that Lou Maurizzio was recognized as Veteran of the year. He is working on the light in the back of the senior center. Town clerk asked about the youth center card issuance. He explained there’s an internet issue at the senior center. He explained the issue with the internet.
MOTION TO ADJOURN MEETING:
MOTION offered Councilman Jennings 2nd Councilman Furman to adjourn the meeting at 7:49pm. All in favor: Howell, Davis, Jennings, Furman, Carey; carried.
