TOWN BOARD MEETING TOWN OF MOUNT HOPE, NOVEMBER 19, 2018
The town board meeting of the Town Board of the Town of Mount Hope was held at the Town Hall on 1706 Route 211 West, Otisville, NY on November 19, 2018 at 7:30pm with the following present: Supervisor Chad Volpe, Councilman Matt Howell, Councilman Jim Jennings, Councilman Dominick Cambareri & Town Clerk Kathleen Myers. NOT PRESENT: Councilman Brian Carey
OFFICIALS PRESENT: Highway Supt. Hassenmayer, Chief Rickard, Dep Chief Maresca.
(Supervisor Volpe noted that the Town Attorney is not here due to an emergency.)
Supervisor Volpe called the meeting to order at 7:30pm following the Pledge of Allegiance. Supervisor asked for cell phones to be turned off/silenced.
MOTION TO ACCEPT PRIOR MEETING MINUTES:
MOTION offered by Councilman Cambareri 2ndCouncilman Howell to accept the minutes from the 11-08-2018 meeting as submitted. All in favor: Howell, Volpe, Jennings, Cambareri; carried.

COMMITTEE REPORTS:
Councilman Howell thanked everyone for participating in theVeteran’s parade, people here in the town that made things happen behind the scenes & he thanked the Village of Otisville, the fire company and the police department.
Councilman Cambareri had no report.
Councilman Jennings reported the planning board is meeting 11/28 instead of 21st. The village meeting was cancelled this past Thursday due to the weather.
Supervisor Volpe thanked Matt for the parade. It was awesome. He congratulated Matt on his new daughter.
HIGHWAY DEPT:
Supt. Hassenmayer reported the park bathrooms were winterized last Thursday. There were no breakdowns in the storm. He got stuck twice. Another driver got stuck once. There are 6 of the 7 trucks on the new system.
POLICE DEPT.:
Chief Rickard had no report but congratulated Matt on his daughter.
VILLAGE OF OTISVILLE:
Trustee Loeven reported their meeting was cancelled due to the snow. 12/1 is spaghetti fundraiser for FF Aron Seeley who has cancer. 12/2 Santa arrives at fire house at 5:30 and festivities with Santa’s workshop. Presbyterian Church is providing music. 12/7 is the Patriot Tree lighting. She wished everyone a Happy Thanksgiving. She congratulated Matt.
WEBSITE:
Supervisor Volpe explained he had Angie send over the town budget to the website. It may take a couple days to format it.
RESOLUTION FOR NEW YORK STATE MUNICIPAL WORKERS COMPENSATION ALLIANCE PLAN DOCUMENT: (read by Town Clerk)
MOTION offered by Councilman Cambareri 2ndCouncilman Howell to adopt the following resolution:
WHEREAS, there has been proposed a “New York State Municipal Workers’ Compensation Alliance Plan Document” pursuant to Section 50 3-a of the Workers’ Compensation Law (hereinafter “The Plan”); and
WHEREAS, the Town of Mount Hope is eligible for membership in the Plan; and
WHEREAS, the Town of Mount Hope has made an independent investigation of the Plan and reviewed the Plan document and has concluded that it would be in the interests of the Town of Mount Hope to participate therein; now, therefore, be it

RESOLVED, that the Town of Mount Hope enter into membership in the Plan pursuant to Section 50 Subdivision 3-a of the Workers’ Compensation Law; and be it further
RESOLVED, that the Town Supervisor Chad J. Volpe be and hereby is authorized and instructed to execute the Plan’s charter document on behalf of the Town of Mount Hope; and be it further
RESOLVED, that the custody of all joint Plan moneys by the Plan Administrator under the Plan be and the same is hereby approved.

MOTION TO ACCEPT SUPERVISOR’S REPORT:
MOTION offered Councilman Howell 2ndCouncilman Jennings to accept the Supervisor’s report for October 2018. All in favor: Howell, Volpe, Jennings, Cambareri; carried.
MOTION FOR AUDIT OF CLAIMS (ABSTRACT #25):
MOTION offered by Councilman Jennings 2nd Councilman Cambareri to approve the following bills:
GENERAL A: #723-743 $ 65,082.51
GENERAL B: #122-125 $ 14,965.54
HIGHWAY: #181-188 $ 41,618.87
SEWER: #96 $ 1,014.72
All in favor: Howell, Volpe, Jennings, Cambareri; carried.
GREATER HUDSON BANK:
Supervisor Volpe spoke re: Grater Hudson Bank interest rates. He would like to move some accounts to them. Twice they’ve been higher than the current rates we have. After discussion the board agreed there would be no objections to moving some money to GHB.
PUBLIC PARTICIPATION:
Alison Millerspoke re: Old School Community Center holiday fundraiser coming up. They will be selling ornaments made from the old gym floor and mugs with original art work on them. They have some grants they’ll be working on in 2019. Hoping for the 1stfloor rooms to be allocated for particular uses. They have grant money to do the floor and roof of the gym. They’ll have new awning hopefully by the end of this week.
BOARD COMMENTS:
Councilman Howell thanked everyone for the Veteran’s parade. He noted the sponsors: Stewarts, Healy Bros. Chevrolet (vehicles).
Councilman Cambareri thanked Matt for his effort and time put in to the parade. Veterans do a nice ceremony.
Councilman Jennings to Matt: good job on the parade and congrats on baby. Happy Thanksgiving.
Supervisor Volpewished everyone Happy Thanksgiving. Speed trailer is put away.
MOTION TO ADJOURN MEETING:
