The workshop meeting of the Town Board of the Town of Mount Hope was held at Town Hall on May 16, 2016 at 7:30pm with the following present:  Supervisor Chad Volpe, Councilman Matt Howell, Councilman Brian Carey, Councilwoman Janet Sutherland, & Town Clerk Kathleen Myers. NOT PRESENT: Councilman Dominick Cambareri

OFFICIALS PRESENT: Paula Bird: Deputy Town Clerk, Dean Hassenmayer: Highway Supt., Police Chief P. Rickard, Attorney David Bavoso.

 

Following the Pledge of Allegiance, Supervisor Volpe called the meeting to order at 7:30pm.  He asked for everyone to silence their cell phones.

 

RESOLUTION TO APPROVE PRIOR MEETING MINUTES:

MOTION offered by Councilman Howell 2nd by Councilman Carey that the minutes of the 05-02-16 meeting and 4-25-16 meeting as submitted are approved.  All in favor: Howell, Carey, Volpe, Sutherland; carried.

BOARD REPORTS:

Councilwoman Sutherland: She attended the 4H calf sale – huge success.  She has a message in to Patty @ Horizon in regard to any complaints after the residents electric bills came in (about the fans).

Councilman Carey: Football took their stuff out of the basement at the community center. They put it in a trailer. He asked Dean if the trailer is here in our lot. Dean: not that he’s aware of. Everything is going good with Little League. There were no issues with the event going on Sunday and the 3 little league games going on.

Councilman Howell: He attended the 4H calf sale. There were over 250 attendees. A lot of items were donated to help raise their profit for that & pay for the event. All the 4H trips are paid for through their fundraisers so students don’t have to pay out of pocket expenses.

Councilman Carey: Update on summer rec: 126 are registered, 8 for extended hours program & tomorrow night is another town hall registration night from 4-6.

Supervisor Volpe: to Dean: please let Roger know that the display stand looks great. He also painted the board room (Roger) – thank him for that.

 

COMMITTEE REPORTS:

HIGHWAY DEPARTMENT:

Supt. Hassenmayer reported the majority of the highway dept. is working on the drainage in Hidden Valley. We hit a water main today. It was on the map but about 2 feet further off the road than the map showed. We didn’t tear up the water main but there was a rock between the bucket that pressed through the top of the water (8”) main. He called Hidden Valley water company and they asked since we had it opened could we fix it. He thanked the Village of Otisville for their expertise. They came up and fixed it for us. We don’t do much with water mains but it was a success. It’s fixed. We got our extra catch basin in the area. We still have another 2 weeks of work out there on the drainage. 2 summer helpers started today. They got the historical property mowed. The cemetery will be done tomorrow. Then everything will be caught up. Supervisor Volpe: are they putting the sewer district into their rounds too? Dean: yes, after the cemetery. (He even mowed 2 days last week to help catch up.) Councilwoman Sutherland asked who the summer help was. Dean: Ryan Reiser & Colin Scott. They have both returned from last year. They are college students. They are done in the middle of August.

MOUNT HOPE FIRE:

Paul Barth reported that there are 4 coming to the NARCAN class. Supervisor Volpe asked if he knew anything about the July 4th fireworks. Barth stated that he picked up an application and gave it to Mike Romano & John Doty. They will fill it out. It’s not our event. July 10 is temporary date. Free parking like last year.

 

POLICE DEPARTMENT by Chief Rickard:

Chief Rickard reported the Santiago resignation needs board vote. He asked for a resolution to hire R. Kozlowski. He spoke re: people wanting to register their bicycles. They will start bicycle registrations (once the stickers come in). He & Chad thought about doing a bike day at summer rec. and maybe other dates. Supervisor Volpe asked if they have to bring their bike in. Chief: we want them to bring it in so we can put the sticker on the bike. We recover bikes and have no idea who they belong to – presumably if we find them out here they belong to people that live here. It would help us on both ends. We hope to start the beginning of June. They thought about helmets for kids that can’t afford them – maybe to tie in with that.

 

VILLAGE OF OTISVILLE:

Trustee Loeven: nothing to report but she asked if the highway guys are watering our flower boxes at the park could they also water the one across from Roeder’s office as well.

 

NARCAN CLASS:

Supervisor Volpe reported 15 are signed up so far. He will put it out to public. Ms. Loeven asked if he received the list from Christine. Supervisor: Yes. The date is May 31 at 6pm. Chief will send a couple guys as well (5). Supervisor will open up to public & shut it down when we hit 40.

 

MASTER PLAN UPDATE:

Supervisor reported that he, Dominick & David (Bavoso) had a phone conference last week with Barton & LoGuidice. They will meet again in a week or 2. He reached out to Wayne Howell & Dan Golebiowski also.  We discussed having the meetings on the nights we have a town board meeting. He will keep everyone posted.

 

RESOLUTION TO ADOPT LOCAL LAW #7-2016 TO REGULATE NOISE IN THE TOWN OF MOUNT HOPE:

MOTION offered by Councilman Howell 2nd by Councilman Carey to adopt LOCAL LAW #7-2016 TO REGULATE NOISE IN THE TOWN OF MOUNT HOPE as presented. All in favor: Howell, Carey, Volpe, Sutherland; carried.

 

CPR CLASS:

There are still a spots left if anyone is interested here at Town Hall on May 19th at 6:00pm $20. Call Angie and let her know.

 

SEWER DISTRICT:

Supervisor Volpe asked attorney to explain this. Atty. Bavoso was not aware of this. Councilman Howell asked if these were the state mandated updates for the effluent discharge that we have to comply with.  Supervisor: yes, but there are certain steps we have to do 1st. He (Jason) called Kathleen to put the ad in the paper but we hadn’t voted on it. This is going to be a vote to allow the bid to go in the paper. We are on a time restraint from the state. We don’t have a choice.

 

RESOLUTION TO ADVERTISE GOING TO BID FOR HIDDEN VALLEY SEWER DISTRICT WASTEWATER TREATMENT PLANT UPGRADE:

MOTION offered by Councilman Carey 2nd by Councilman Howell to approve going to bid on HV Sewer District Treatment Plant upgrades. All in favor: Howell, Carey, Volpe. ABSTAIN: Sutherland. Motion carried.

 

RESOLUTION TO ALLOW TOWN CLERK TO GO TO NYALGRO CONFERENCE IN JUNE:

MOTION offered by Councilman Carey 2nd by Councilman Howell to approve the Town Clerk to go to NYALGRO conference in Calliccon NY June 5-7 for $408. All in favor: Howell, Carey, Volpe, Sutherland; carried.

RESOLUTION TO ACCEPT RESIGNATION FROM POLICE OFFICER RICHARD SANTIAGO:

MOTION offered by Councilwoman Sutherland 2nd by Councilman Howell to accept the resignation from Police Officer Richard Santiago effective May 13, 2016. All in favor: Howell, Carey, Volpe, Sutherland; carried.

 

RESOLUTION TO APPROVE THE SUPERVISOR’S REPORT:

MOTION offered by Councilman Howell 2nd by Councilman Carey to approve the Supervisor’s report for April 2016 as written.  All in favor: Howell, Carey, Volpe, Sutherland; carried.

 

RESOLUTION TO HIRE ROBERT KOZLOWSKI AS A PART TIME NON-COMPETITIVE POLICE OFFICER:

MOTION offered by Councilwoman Sutherland 2nd by Councilman Howell to hire Robert Kozlowski as a part time non-competitive police officer effective May 18. All in favor: Volpe, Sutherland; ABSTAIN: Howell, Carey.  MOTION NOT CARRIED – NO ACTION.

At this time, Councilwoman Sutherland asked what happens.  Atty. Bavoso: it can be brought up at next meeting.

 

RESOLUTION TO AUDIT THE CLAIMS:

MOTION offered by Councilman Howell 2nd by Councilman Carey to approve the following bills for Abstract #10:

PUBLIC PARTICIPATION:

Jerry Cook: he spoke to Kate Smith from OC Planning re: conservation boards.  He downloaded info from NYS Assoc. of Conservation Commission. He brought copies for board. He thinks we should do this.  There’s no cost to the town. He would like to see this on a future agenda. Councilman Carey asked if Mr. Cook had any minutes from the Warwick meetings.  Mr. Cook: no but you could look on line or call Kate Smith 845-615-3858.

Diane Loeven: Seniors are going to Calliccon tomorrow. There will be a lot of cars. Councilman Carey stated that Perry Plumbing from New Windsor did the building #1 boiler system. Through RECAP there was a program for the fans. He explained the boiler system. Heat strips are around all the pipes and put the motion activated fans in which pulls the heat in. The fans that were put in are supposed to energy efficient. He would like to know what the peoples electric bills are when they come in. It was also noted that this is not the same set up as the other building (#2).
