The regular meeting of the Town Board of the Town of Mount Hope was held at Town Hall on July 6, 2015 at 7:30pm with the following present: Supervisor Chad Volpe, Councilman Matt Howell, Councilman Gary Ketcham, Councilwoman Janet Sutherland, Town Clerk Kathleen Myers. NOT PRESENT: Councilman Dominick Cambareri
OFFICIALS PRESENT: D. Bavoso-Attorney, D. Hassenmayer-Highway Supt., P. Rickard-Police Chief.
Following the Pledge of Allegiance, Supervisor Volpe called the meeting to order at 7:30pm. He asked for audience to silence their cell phones.
RESOLUTION TO ACCEPT THE PRIOR MEETING MINUTES:
MOTION offered by Councilman Howell 2nd by Councilman Ketcham that the minutes of the June 15, 2015 meeting as submitted are approved. All in favor: Howell, Ketcham, Volpe, Sutherland; carried.

COMMITTEE REPORTS:
HIGHWAY DEPARTMENT by Supt. Hassenmayer:
Supt. Hassenmayer reported that the used equipment bidding on the auction site is still open. Just before the meeting, the 2 pieces of police equipment were up to almost $3200 and the 4 pieces that highway has on there is up to $15000. Bidding stays open until they stop bidding. He reported that the park is doing as well as can be even with all the rain. There are lawns there that don’t dry out. We mowed today but it doesn’t look nice because it’s so wet. Supervisor Volpe asked if the other piece will be cut right before the fireworks? Supt. stated yes. He also reported that the pavilion and bathrooms are set for the band tomorrow night.
POLICE REPORT:
Chief Rickard reported that he and Chad met with 4H for their events re: security and police. From Friday through Sunday they had 3 calls for fireworks. The patrols were out until 4:00am. There was only one bid for the pole barn received at the bid opening. It was from Vaughn Construction. It was for $37,343.00. He recommends approving this bid. He spoke about Nick Ianuzzi’s background check, he passed. He was sworn in as of July 1st. He will be finishing Phase II in the next couple weeks. He spoke of a couple training events. He would like authorization for Jim Corcoran to attend IMPACT training in Saratoga 9-14 thru 9-16, 2015. There is no cost for this other than gas/tolls. He requested approval for himself for training re: Risk Management and Use of Force in Saratoga 7-13-15 through 7-15-15 for $677. Next he spoke about request from Village of Montgomery for 2 officers from 6:30-4:30 for General Montgomery Day Sept. 12. They, in turn, help us at the Otisville fair. He and Chad will meet with Paul Barth about the fireworks after tonight’s board meeting.
PLANNING BOARD:
Councilman Ketcham reported that there are a couple sub-divisions with Lazier at Hidden Valley. There’s another subdivision out by Greenville line with Wilson. The solar and wind power is moving along well.
VILLAGE OF OTISVILLE by Trustee Loeven:
She spoke re: yard sale meeting. She met with Officer Freeman. There will be one way traffic again. No major changes. Mount Hope Avenue coming in to village will have parking only on one side.

SUMMER RECREATION by Trustee Loeven:
Trustee Loeven spoke about the 8 staff members now being CPR certified. All counselors/staff went through 2 days of training. There are 139 campers. Ms. Loeven will be away Tues., Wed., Thurs. on a trip with the seniors. If Lisa needs anything, she knows to get in touch with Chad or Matt. She added that she dropped off the contract today.
HIDDEN VALLEY:
Supervisor Volpe reported there was an issue on Friday with all the rain. All the pumps were shut off. Mike Brock was concerned but later in the day on Friday he had everything up and running.
LITTLE LEAGUE:
Councilwoman Sutherland stated that there is a call in to Jamie Cody of the little league re: booth at the grand opening. She is hoping to hear from him so she can let the 4H know.
MOUNT HOPE FIRE:
Paul Barth read report into record.
CONCERT SERIES:
Supervisor Volpe stated the concert series starts tomorrow. Fliers are on the table.
VEHICLE SURPLUS:
Supervisor Volpe reminded the board that at last meeting there was a vote to surplus the old police vehicle and sell to village. They do not want it. He recommends it be added to auction site. Dean will add to site.
SENIOR CENTER:
Supervisor Volpe spoke re: rate increase for senior center to cover cost of dumpster so that renters do not have to bring the garbage home with them. He spoke with Mayor about this. The village would charge $100/month for the service. He recommended $25 increase. Discussion among board members ensued. Those that have already reserved would still get the old price. Attorney Bavoso would like to see an agreement.
RESOLUTION TO INCREASE RENTAL FEE FOR SENIOR CENTER:
MOTION offered by Councilman Ketcham 2nd by Councilman Howell to increase the rental fee by $15 to include garbage. Attorney Bavoso would like to see dumpster agreement before being authorized to sign it. All in favor: Howell, Ketcham, Volpe, Sutherland; carried.
(Trustee Loeven explained village garbage law. She will send their law over for our attorney to look at.)
RESOLUTION TO ADD SWITCH ON ELECTRIC TO ELECTRICAL INSPECTOR’S LIST:
MOTION offered by Councilman Howell 2nd by Councilwoman Sutherland to add Switch-On Electric to our electrical inspector’s list. All in favor: Howell, Ketcham, Volpe, Sutherland; carried.
POLICE POLE BARN:
Supervisor Volpe asked the board if there were any questions on the pole barn building. Councilman Howell asked if there were windows in the building. Chief Rickard stated no. Dan Vaughn added that there are no satellites in the building. Windows can be put in the overhead doors. Supervisor added that they would like to have this building done by August September for the paving to be done.
RESOLUTION TO ACCEPT BID FOR POLE BARN:
MOTION offered by Councilman Ketcham 2nd by Councilwoman Sutherland to accept the bid from Vaughn Construction for the pole barn building in the amount of $37,343.00. All in favor: Howell, Ketcham, Volpe, Sutherland; carried.

RESOLUTION TO AUDIT THE CLAIMS:
MOTION offered by Councilman Ketcham 2nd by Councilman Howell to approve the following bills:

PUBLIC PARTICIPATION:
Mrs. Maurizzio: clarified paying the village $100/month for a dumpster at the senior center. She asked what the pole barn building is for. Chief Rickard stated for the police cars to be parked inside. She added that the concert series is great and asked if it was advertised in the “What’s Happening” of the paper. Supervisor Volpe stated no. She also asked about the fireworks being 1 or 2 nights for the fair. Supervisor Volpe stated that Mr. Jennings is supposed to be coming to ask for the town’s support.
Mr. Gomez: asked about the summer recreation and the weekly wet downs for the campers. Ms. Loeven stated that they could do it but the tanker has to be filled from a hydrant not a pond. Councilwoman Sutherland received a call from Lisa asking about it. Janet reached out to the fire department who stated they would do it starting after the fireworks.
Mr. Furman: asked for update on 7Peaks. Attorney Bavoso has not heard anything but will follow up with Town of Mamakating.
TOWN BOARD COMMENTS:
Councilwoman Sutherland stated she had with her a copy of the email from the woman looking for money for her kids to go to summer recreation program. She wanted to clarify that the email does not ask for $1000 – she only asked for assistance. If anyone would like to see it, she will show them.
Councilman Howell inquired of Paul if there is safety equipment to use with the UTV. Chief stated yes. Helmets are available and seatbelts should be worn.
