Town of Mount Hope Town Board Meeting Aug 5, 2019
The regular meeting of the Town Board of the Town of Mount Hope was held at Town Hall on August 5, 2019 at 7:30pm with the following present: Supervisor Chad Volpe, Councilman Matt Howell, Councilman Brian Carey, Councilman Jim Jennings, Councilman Christopher Furman and Deputy Town Clerk Paula Bird. Not present: Kathleen Myers, Town Clerk.
OFFICIALS PRESENT: Chief P. Rickard, Deputy Chief M. Maresca, D. Bavoso –Town Attorney, Highway Supt. D. Hassenmayer.
Supervisor Volpe called the meeting to order at 7:30PM, following the Pledge of Allegiance.
MOTION TO ACCEPT PRIOR MEETING MINUTES:

COMMITTEE REPORTS:
COUNCILMAN JENNINGS reported the village met last Thursday and next meeting will be August 15 at 7PM. There were 17 fire calls in July. Village is taking part in September in Turning the Towns Teal national awareness campaign for ovarian cancer. Planning Board meets August 14 at 7PM.
COUNCILMAN FURMAN reported there is no ZBA meeting as of now for this month. Work is still in progress for football league.
COUNCILMAN CAREY thanked Otisville Fire Dept. for Community Day and also for Summer Rec the day prior with the smoke trailer from the county. He thanked Mike Romano Electric for donating the fireworks. He thanked Raquel and Tia Millwood- both Otisville residents for the national anthem which was put on the Facebook page. He thanked John Uleberg from Ulee’s for helping at the car show and donating prizes. Summer camp is in week 5 and everything is going good. Summer Concert series is tomorrow night- Charge the Mound. Last week’s concert was good.
COUNCILMAN HOWELL thanked the volunteers at Community Day- setting up and breaking down and making sure everything ran smoothly. We have our 1st National Night Out (NNO) tomorrow night at the park during the concert and would like to see families attend.
SUPERVISOR VOLPE reported summer rec is going well and doing a great job with the Facebook page and the feedback from the parents has been excellent and is hoping for many to return next year. He gave the board a copy of the profit/ loss from Community Day. The total revenue is $4200 expenses were $3220 with a net revenue of $980. It is approximately what we made last year. There is plenty of money to continue to do AED/CPR classes for town and village residents free of charge. He will be putting the dates in the newsletter of classes that will be held – one in the fall and one in the spring. There will also be a Suicide Prevention class held in November/ December. He also is trying to schedule another Narcan class. He received Dean and Kathleen’s newsletters. Councilman Carey asked what the due date is for the newsletter. Supervisor Volpe would like to receive them no later than this Sunday. He is looking to change Sept. 16 regular Town Board meeting to Sept. 23 at 7PM with a Budget workshop meeting starting at 6 PM. He also would like to schedule the 2nd Budget Workshop for Sept 30 at 6 PM which will be open to the public. All department heads need to have everything back by August 26. He is looking to have the public hearing at the 2nd meeting in October and pass the budget early.
MOTION TO CHANGE SEPTEMBER 16, 2019 MEETING DATE:
MOTION offered Councilman Furman 2nd Councilman Howell to change meeting date from September 16, 2019 to September 23, 2019 for Budget Workshop at 6 PM with regular town board meeting following at 7:30 PM at Town Hall. All in favor: Howell, Carey, Volpe, Furman, Jennings; carried.

MOTION TO SCHEDULE BUDGET MEETING SEPTEMBER 30. 2019:
MOTION offered Councilman Howell 2nd Councilman Carey to schedule a budget workshop meeting September 30, 2019 at 6 PM at Town Hall. All in favor: Howell, Carey, Volpe, Furman, Jennings; carried.
HIGHWAY DEPARTMENT:
H’way Supt. Hassenmayer reported there were no bids received for the bid opening for striping of the courts. He sent emails to other towns, villages and cities in Orange County to see who they use for striping. He received a quote from A Plus Striping from Glenwood, NJ for only striping with no color for the amount of $2550. Councilman Carey questioned what happened with the original bidder. H’way Supt explained it got too cold last year and was put off until spring. He had surgery and then in turn could no longer do the job. It was put back to bid, with no response. Councilman Carey questioned if pickle ball striping would be included. H’way Supt said yes, one court will be striped for tennis and the other will be striped for pickle ball.
MOTION TO APPROVE A PLUS STRIPING TO STRIPE THE COURTS:
MOTION offered Councilman Carey 2nd Councilman Howell to approve A Plus Striping to stripe the tennis, pickle ball and basketball courts for the amount of $2550. All in favor: Howell, Carey, Volpe, Furman, Jennings; carried.
H’way Supt would like permission to attend the annual highway superintendent’s conference at Villa Roma, Callicoon Sept. 17-20 for $100 registration and $916 for lodging and meals. We received 2 bids for the pickup. One was from Robert Green Chevrolet, Monticello for the amount of $39,046, the other from Healey Chevrolet, Middletown for the amount of $39,531.71. He recommends going with the least expensive- Robert Green. Supervisor Volpe questioned the warranty work. H’way Supt said warranty work can be done at any GM dealer. Supervisor Volpe questioned the surplus. H’way Supt stated the current pickup truck will become a shop truck in the winter and a parks truck in the summer to tow the mowers, then surplus the 2008 pickup. Supervisor Volpe asked for an update on the new trucks. H’way Supt talked to the dealer and stated they are in transit from Long Island then go to Ellenville to be outfitted with the bodies and plows. The installer has everything needed for the trucks. We should have them in time for winter. Then we will surplus 2008 Mason dump truck, 1995 International dump truck along with the 2008 Ford pickup and one other truck.
MOTION TO ALLOW H’WAY SUP’T TO ATTEND TRAINING SEPTEMBER 17-20, 2019:
MOTION offered Councilman Furman 2nd Councilman Howell to allow H’way Supt to attend training September 17-20, 2019 at Villa Roma in Callicoon for a total cost of $1016. All in favor: Howell, Carey, Volpe, Furman, Jennings; carried.
MOTION TO APPROVE THE PURCHASE A NEW HIGHWAY TRUCK:
MOTION offered Councilman Carey 2nd Councilman Howell to approve the purchase of a new highway truck bid to be awarded to Robert Green Chevrolet for a total amount of $39,046. All in favor: Howell, Carey, Volpe, Furman, Jennings; carried.
POLICE DEPARTMENT:
Chief Rickard reported that the yard sale went well. Tomorrow is the 1st NNO. The County Executive, District Attorney, Sheriff and the County Clerk will be attending. There are a lot of activities. There is a dunk tank with SRO’s Briceno, Burke and Johnson. There will be a foul shooting contest, a baseball speed contest the little league will be helping. There are 2 bicycles (one boy’s and one girl’s) to be given away. There will also be face painting. They will be giving away free popcorn, cotton candy, water and ice cream. It will be rain or shine with tents nearby if needed. There will be 8 or 9 community groups including the Old School, Hometown Helpers, DA’s office, etc. They have put it out on social media and signs have been out, as well as the concert going on, so they are hoping for a success.

MOTION TO APPROVE THE ASSESSOR TO ATTEND TRAINING:
MOTION offered Councilman Jennings 2nd Councilman Howell to approve the Assessor to attend training from September 22-25, 2019 3 nights in Lake Placid, NY including lodging for a total cost of $1042. All in favor: Howell, Carey, Volpe, Furman, Jennings; carried.
Supervisor Volpe explained the sheetrock proposals. They received 2 proposals out of 6. He recommends the lowest bidder.

The two bids received are as follows: EDW Drywall for a total amount of $38,500 and M&P Builders for a total amount of $28,686. Councilman Furman questioned if they were based on the same specs. Supervisor Volpe explained the bid was based on the requirements from the engineer. Councilman Howell questioned the difference in how the two companies compared in furnishing the sheetrock. Supervisor Volpe said they are the same.
MOTION TO ACCEPT PROPOSAL FROM M&P BUILDERS FOR SHEETROCK:

PUBLIC PARTICIPATION:
Diane Loeven reported the Mount Hope Seniors will be taking a trip on Sunday Aug. 18 to Ellenville at Shadowland Theater and the parking lot will be full. She readdressed the lack of service by Spectrum along Kohler Rd. When extending the service on Mountain Rd, the service was not included on Kohler. She identified the properties that have not been included in the updated service by providing a map. Att’y Bavoso stated he needs the addresses so he can take care of it- he doesn’t think it should be a problem.
Alison Miller reported FOTOS will be holding its 3rd annual tricky tray on Saturday Oct. 5 at Otisville Elementary opening at 5 PM calling at 7 PM. It is their biggest fundraiser of the year and they are always welcoming any donations.
BOARD COMMENTS:
Councilman Howell: No comments.
Councilman Carey: Go to the concert and NNO.
Councilman Furman: Would like to see people go to NNO- Chief Rickard has been putting a lot of work into it and thinks it will be good for the community. He also commented on the Village community yard sale- it was a good turnout. He also added the caffeine and octane put on by the Old School was a great success. There were about 40 antique cars and hot rods. They are looking to have another event in October and possibly a couple more next year. Also, come out to the fair.
Councilman Jennings: He hopes to see everyone at NNO and also the Fair.
Supervisor Volpe: If anyone sees Community Day signs, please bring them to his office. He might want to change Community Day to September next year. He also thanked everyone from Town Board and the public who helped with Community Day. He handed out packets from the DA’s office of all the upcoming changes for the police and would like to discuss it at the next meeting.
