TOWN OF MOUNT HOPE REORGANIZATION MEETING, JANUARY 7, 2019


The reorganization meeting of the Town Board of the Town of Mount Hope was held at Town Hall on January 7, 2019 at 7:30pm with the following present: Supervisor Chad Volpe, Councilman Matt Howell, Councilman Brian Carey, Councilman Jim Jennings, Councilman Chris Furman & Town Clerk Kathleen Myers.
OFFICIALS PRESENT: Highway Supt. Hassenmayer, Police Chief Rickard & Attorney D. Bavoso.

The meeting was called to order by Supervisor Volpe following the Pledge of Allegiance at 7:30pm. He asked for audience to silence their cell phones. He wished everyone Happy New Year.

MOTION TO APPROVE PRIOR MEETING MINUTES:

BOARD REPORTS:
Councilman Howell – no report.
Councilman Carey should have a response for the tourism grant within 7 days. He spoke re: picking up Christmas trees in the town. We do pick them up within the 1st 2 weeks after the holiday – must call the office or residents could drop them here anytime. He would like to know the board’s response to sponsoring a town run Easter Egg Hunt. Chad was not in the swearing in for Chris Furman pictures because he was on vacation. He welcomed Chris.
Councilman Furman thanked everyone for their confidence in him and he’s ready to roll.
Councilman Jennings reported the planning board meets on the 16th at 7pm. There were 153 library cards issued through December 2018. At the village meeting it was reported that the DCO vehicle engine crashed. They are looking to rebuild it. For the time being he will use the old pick-up truck. There were 13 fire calls for December. Year-end total calls were 235. The fire house roof is leaking. They are waiting for the contractor to come & replace the roof. One of the new overhead doors malfunctioned and damaged one of the fire trucks. They are looking to get it repaired. They also have a new medical vehicle solely for medical calls. This is not an ambulance. They will not transport people in it. He reported the door still sticks at the senior center and the window blind in the ladies room needs to be replaced. He reported the backdoor by the court door weather stripping is ripped off. He noted in the ladies room next to hand dryer (spot on the wall where the paper towel rack was) that could use some spackle/re-plaster it. Supervisor Volpe explained a work order request. These can be obtained through Kathleen, Angie or Chad.
Supervisor Volpe gave information to Dean re: fire alarm install. He would like to start soon.

HIGHWAY DEPARTMENT:
Supt. Hassenmayer reported they are waiting on the windows for the community center. They are delayed. Today they finished some siding. Doors were hung. The lift had to be returned to the federal prison. Other than that – things have been running smooth. Haven’t had to plow but have been out 5-6 times for sanding.

He would like to go to bid for 2 new trucks. It’s a medium duty truck. He met with a dealer and wrote his own specs. He would like bid opening on January 31 at 10AM in Kathleen’s office. This is only for cab & chassis. The ball park price is $58,000 approx. These 2 trucks would replace 4 trucks. These trucks will be year round use he should be able to get top dollar for the others on the auction site.

MOTION TO AUTHORIZE HIGHWAY SUPT. TO GO TO BID FOR (2) CHEVY SILVERADO TRUCKS:
MOTION offered Councilman Howell 2nd Councilman Carey to authorize the Highway Supt. to go to bid for (2) Chevy Silverado 6500 Reg. Cab & chassis or equivalent & to have bids opened on January 31, 2019 at 10:00am in the Town Clerk’s office. All in favor: Howell, Carey, Volpe, Jennings, Furman; carried.

POLICE DEPARTMENT:
Chief Rickard reported things are going well.

VILLAGE OF OTISVILLE:
Trustee Loeven reported their patriot tree lighting is December 6, 2019 and the tree lighting at the fire house is Dec. 7th. She asked if the town dog park is still under consideration. Supervisor Volpe: yes his idea is where the water pump is across from the football field. He’d like walking trails there for dogs to be on a leash. If things didn’t work out with people keeping dogs on leashes and not cleaning up after their dog, then we’d take down the signs and keep it a walking trail.

JUSTICE & ALL OTHER TOWN DEPARTMENT AUDIT OF RECEIPT BOOKS:
Councilman Howell reported that ALL departments (including the court) receipt books were checked and in good order. There were no discrepancies found.

COMPREHENSIVE PLAN:
Attorney Bavoso expects to vote on this in 2 weeks. After receiving county comments and public comment at the last meeting, he and the consultant are looking at a couple items. He thinks the county didn’t understand everything we are doing. No large scale changes- most are minor. We should have something to the town board by the end of the week or early next week. Supervisor Volpe will table this until next meeting.

HIGHWAY UNION CONTRACT:
Supervisor Volpe explained that the highway guys voted today unanimously to go with the contract. Their union representative has had a death in the family – he doesn’t know how quickly the contract will get signed. Once fully executed, he will make copies available.

TOWN EMPLOYEE HANDBOOK:
Supervisor Volpe explained that instead of printing copies of the employee handbook every time there’s a change, he is in the process of setting up a portal on the town website for employee access only. There would be a hard copy in Kathleen’s office for anyone wanting to see it. He would like to have this process complete by the spring.

MOTION TO ACCEPT THE 2019 PROCUREMENT POLICY:
MOTION offered Councilman Howell 2nd Councilman Carey to re-affirm the ‘2017’ Procurement Policy as presented (policy on file in town clerk’s office). All in favor: Howell, Carey, Volpe, Jennings, Furman; carried.

MOTION TO ACCEPT THE 2019 SALARY SCHEDULE AS ADOPTED IN THE 2019 TOWN BUDGET:
MOTION offered Councilman Carey 2nd Councilman Howell to approve the 2019 salary schedule as adopted in the 2019 town budget. (schedule on file in town clerk’s office) All in favor: Howell, Carey, Volpe, Furman, Jennings; carried.

MOTION TO ACCEPT THE 2019 TOWN BOARD MEETING SCHEDULE:
MOTION offered Councilman Jennings 2nd Councilman Furman to accept the 2019 town board meeting schedule with exceptions as noted due to holidays. All in favor: Howell, Carey, Volpe, Furman, Jennings; carried.

SENIOR CENTER KEY ISSUE:
Councilman Carey will get the key issue rectified.

DEVRIES CONCRETE:
Supervisor Volpe explained that Devries Concrete had given him a price a couple meetings ago. He’s called other places and hasn’t heard from anyone. He will have Angie follow up tomorrow. He spoke with our engineer who thought the price was pretty good. He will write us a cost estimate so we can see if it’s comparable. He hopes to have more info next meeting.

PUBLIC PARTICIPATION:
Lisa Garcia asked about the ‘bump’ on Route 211. After discussion – Supervisor would like to have another letter sent. Supervisor asked Town Clerk to check with Angie if she has a copy of the original letter. Attorney will check his records as well.
Frank Ketcham asked about the Indigot water shed. Supervisor replied that an application was filled out with the DEC and it hasn’t gone any farther than that. Whenever they do start anything, we will be notified. Mr. Ketcham replied that Middletown has continued to secure funding to buy more land. Town of Wawayanda has continued to buy water from C/O Middletown. Is that water coming from our water shed? Supervisor replied the only active permits are…..David? Atty. Bavoso added that he spoke with the attorney for Middletown near the end of last year – they said there’s basically been no movement on it for some time and they don’t expect there to be for some time. Mr. Ketcham asked about update for 7Peaks. Councilman Furman stated the breakdown he received was that it will be 3 lots/3 homes. They conceded at the planning board meeting that it would only be deeded 1 home per lot. Mr. Ketcham spoke re: comprehensive plan and hogs being omitted. Atty. Bavoso replied that the hogs was a carry-over from the previous code. It was an oversight. They are taking a look at that and will probably change up some of the language. He mentioned language in the setbacks in the conservation easement being changed. Mr. Ketcham thanked the town board for allowing the highway guys to continue to work on projects within the town.
Diane Loeven thanked Councilman Jennings for pointing out the few things he noticed in the senior center issues. She also noted the ‘pins’(on the hinge) on the front doors on Baker Street need to be tamped down. Chief Rickard will do this in the morning.
Mary Maurizzio asked if there is a new committee liaison list for the board members. Supervisor Volpe gave her a copy.

BOARD COMMENTS:
Councilman Jennings welcomed Councilman Furman.
Councilman Furman: no comments.
Councilman Carey reported that the facebook page has stalled at 950+ people. He will list town board meetings on there.
Councilman Howell welcomed Councilman Furman. Happy New Year to everyone.
Supervisor Volpe thinks the Easter egg hunt is a good idea. He asked the board their comments on this. Councilman Jennings noted the Lions Club has done this before – weather permitting. Councilman Carey reached out to other municipalities that run one.

2019 INVESTMENT POLICY

Motion by Councilmember Matthew Howell

The Town Supervisor is designated to make all investment transactions for the

Town. The Town of Mount Hope investment policies are governed by the

statutes of the State of New York, however, the Town must have a stated and

approved investment policy. The Town funds are deposited in F.D.I.C. insured

banks located within the State. The Town uses demand accounts

and may use Certificates of Deposit. Collateral is required for all funds on

deposit not covered by Federal deposit insurance. Obligations that are pledged

as collateral shall be obligations of the U.S., its agencies, New York State, its

municipalities and school districts. The collateral should be placed in a third

party bank and the third party bank is to give the Town notification of possession,

the depositories for the Town investments shall be First National Bank of

Jeffersonville, Greater Hudson Bank (eff. 1-1-2019 Connect One Bank), Orange Bank & Trust

Company & Wallkill Valley Federal Savings & Loan.

The investment policy of the Town shall be in accordance with the statutes of New York

State and be periodically reviewed and revised as necessary to reflect changes in

available investment opportunities and market conditions. Investment records and

controls should be within the guidelines of policies and procedures set forth by the Office

of the State Comptroller.
