TOWN BOARD MEETING TOWN OF MOUNT HOPE, OCTOBER 15, 2018
The town board meeting of the Town Board of the Town of Mount Hope was held at Town Hall at 1706 Route 211 West, Otisville, NY on October 15, 2018 at 7:30pm with the following present: Deputy Supervisor Dominick Cambareri, Councilman Matt Howell, Councilman Brian Carey, Councilman Jennings & Town Clerk Kathleen Myers.
NOT PRESENT: Supervisor Volpe
OFFICIALS PRESENT: Highway Supt. Hassenmayer & Att’y D. Bavoso.
Following the Pledge of Allegiance, Dep. Supervisor Cambareri called the meeting to order at 7:30pm. He asked for cell phones to be silenced.
MOTION TO ACCEPT THE PRIOR MEETING MINUTES:
MOTION offered Councilman Carey 2nd Councilman Howell that the minutes of the 10-01-2018 board meeting are approved as presented. All in favor: Carey, Howell, Jennings, Cambareri; carried.

BOARD REPORTS:
Councilman Howell thanked the Otisville fire dept & Howells fire dept for the fire prevention program at the school
He reminded everyone of the Veteran’s parade on Nov. 10 at 11:00am.
Councilman Carey – no report.
Councilman Jennings reported the planning board meets 10-17-18, 7pm. Village meeting is 10-18-18 at 7pm. At the last village meeting they discussed the roof at the fire house – the rain has delayed the completion of it. There were 22 fire calls for last month.
Dep. Supervisor Cambareri reminded everyone that the public hearing for the zoning changes hasn’t been set yet. They are still in the process of final review. As soon as that’s set, we’ll let everybody know. The public hearing for the 2019 preliminary budget is set for October 29, 2018 at 7:30pm. The regular meeting will follow after.
COMMITTEE REPORTS:
HIGHWAY DEPT.:
Supt. Hassenmayer reported the tennis/basketball courts will not be painted this year. They will be done in the spring. We are 1st on the list. Black top sealing of the senior center – they’ve got a couple hours to do. They hope to get it done Wednesday. Trash days are over – they went pretty good. Councilman Carey asked Dean if he received the football insurance certificate yet. Dean: no.
POLICE DEPARTMENT:
Dep. Supervisor stated we will do the Halloween curfew later in the meeting.
VILLAGE OF OTISVILLE:
Trustee Loeven reported that they will model the same curfew as our board. The fire house roof will be finished in the spring. She spoke re: NYS Volunteer firefighters cancer benefit program has gone into effect. This is a non-funded mandate which will affect fire
budgets throughout the state. This will be effective 2019.
EZ-PASS:
Town Clerk reported the EZPASS tags arrived today but she has to speak with the contact from NYS Thruway Authority for final instructions. Hopefully sometime tomorrow we will be able to begin selling. They are $25 to purchase. Info will be forwarded to be put on town facebook page.
MOTION TO APPROVE 2018 HALLOWEEN CURFEW:
MOTION offered Councilman Howell 2nd Councilman Jennings that anyone under the age of 18 must be off town roads after 9:00pm from October 26, 2018 through November 1, 2018 unless they are accompanied by a parent or guardian 21 years of age or older or if they are coming to or from a work assignment or school activity. All in favor: Howell, Jennings, Carey, Cambareri; carried.

MOTION TO APPROVE THE BUILDING INSPECTOR TRAINING CLASS:
MOTION offered by Councilman Howell 2nd Councilman Carey to approve the Building Inspector Julie Musial to attend a class November 13-15 for a cost of $350.00. All in favor: Howell, Carey, Jennings, Cambareri; carried.
(Councilman Carey asked if she would be taking the town car. Councilman Cambareri stated yes unless it is not available then she would use her car and get reimbursed for the mileage.)
MOTION TO APPROVE THE GARDEN CLUB BANNER REQUEST:
MOTION offered by the Otisville Garden Club to hang their anniversary banner on the signboard on Mount Hope Road by the park. All in favor: Howell, Carey, Jennings, Cambareri; carried. (Town Clerk will email Candy Burnett.)

MOTION TO ENTER INTO EXECUTIVE SESSION:
MOTION offered Councilman Howell 2nd Councilman Carey to enter into executive session at 7:41pm to discuss a building department legal matter and have the attorney come in. All in favor: Howell, Carey, Jennings, Cambareri; carried.
MOTION TO RECONVENE REGULAR MEETING FROM EXECUTIVE SESSION:
MOTION offered Councilman Jennings 2nd Councilman Howell to reconvene regular meeting at 7:47pm. THERE WAS NO ACTION TAKEN AT THIS EXECUTIVE SESSION. All in favor: Howell, Carey, Jennings, Cambareri; carried.
RESOLUTION OF THE TOWN BOARD OF THE TOWN OF MOUNT HOPE, ORANGE COUNTY, NY, AUTHORIZING EXECUTION OF THE STIPULATION AGREEMENT BETWEEN THE TOWN OF MOUNT HOPE AND HIGHWAY EMPLOYEE #2 RELATIVE TO EMPLOYMENT ISSUES:
MOTION offered Councilman Howell 2nd Councilman Carey as follows:
WHEREAS, the Town of Mount Hope has commenced disciplinary proceeding and proffered charges against Highway Employee #2, an employee with the Town of Mount Hope Highway Department; and
WHEREAS, pursuant to issuance of the charges and Section 75 of the Civil Service Laws of the State of NY, negotiations were conducted between the Town of Mount Hope and Union Representatives of the said highway employee #2; and
WHEREAS, the Town of Mount Hope and highway employee #2 along with and through his union representatives have reached an agreement relative to an appropriate sanction to be imposed as a result of the employee’s behavior and violations of town rules and policies; and
WHEREAS, the parties have reduced their agreement to writing;
NOW, THEREFORE, BE IT RESOLVED, the Supervisor of the Town of Mount Hope is hereby authorized by the Town Board of the Town of Mount Hope to execute the stipulation agreement reflecting the agreement between parties by which:
The highway employee #2, acknowledges violations of town rules and policies of the Town of Mount Hope and the Town of Mount Hope Highway Department;
The Town imposes discipline against highway employee #2; and
The highway employee #2, accepts discipline imposed by the Town of Mount Hope, County of Orange, State of New York.

MOTION TO AUTHORIZE PININGARO & DOETSCH ENGINEERS TO ASSIST THE BUILDING INSPECTOR:
MOTION offered Councilman Howell 2nd Councilman Jennings to have Pitingaro & Doetsch Engineers assist the Building Inspector on a home inspection of a resident. All in favor: Howell, Carey, Jennings, Cambareri; carried.
PUBLIC PARTICIPATION:
Marybeth Horzepa reminded everyone of the Pocatello FD Pocketbook Bingo held at the Greenville VFW Oct. 20, 2018, doors open at 5:00 calling starts at 6:00pm. No alcohol.
Alison Miller reminded everyone of the FOTOS Tricky Tray on Oct. 20, 2018 5:00pm doors open/6:30pm calling begins. The fundraiser for Adrienne Butvinik raised $8,210.00 for the scholarship fund.
Diane Loeven reported there will be a senior trip on October 23rd to Montague NJ.
TOWN BOARD COMMENTS:
Councilman Carey: VFW Fall food drive 10-20-18, 9am-5:00pm at Dolson Avenue Shoprite.
Councilman Jennings: Lions Club basketball sign-ups Oct 23 & 30th 6-8 at Otisville Elementary School.
