TOWN BOARD MEETING, TOWN OF MOUNT HOPE, OCTOBER 1, 2018
The regular meeting of the Town Board of the Town of Mount Hope was held at Town Hall on October 1, 2018 at 7:30pm with the following present: Supervisor Chad Volpe, Councilman Matthew Howell, Councilman Brian Carey, Councilman Jim Jennings, Councilman Dominick Cambareri & Town Clerk Kathleen Myers.
OFFICIALS PRESENT: D. Hassenmayer Highway Supt., Police Chief P. Rickard, Dep. Chief M. Maresca, D. Bavoso Town Attorney.
Following the Pledge of Allegiance, Supervisor Volpe called the meeting to order at 7:30pm. He asked everyone to silence or turn off their cell phones.
MOTION TO ACCEPT PRIOR MEETING MINUTES:
MOTION offered Councilman Howell 2ndCouncilman Carey to accept the minutes from Sept. 10, 2018 & Sept. 17, 2018 as presented. All in favor: Howell, Carey, Volpe, Jennings, Cambareri; carried.

BOARD REPORTS:
Councilman Howell: reminded everyone of the Veteran’s Day parade on 11-10-18 at 11:00am. Parade route will be from Otisville fire station down Highland Avenue to Main Street to the Veteran’s Park.
Councilman Carey: no report.
Councilman Cambareri: reported the final drafts of the master plan were emailed. We should finalize by end of this week. Once the draft is finalized, it will be presented to the board
Councilman Jennings:reported the ZBA meeting is 10/3/18, Village board meeting is 10-4-18 at 7:00pm, Town planning board is Oct 17th7:00pm. There was a lot of discussion on the solar farm across from the county barn. There was a suggestion of a 6’ berm. There is concern with 150 trees and getting so high with the wires there.
HIGHWAY DEPARTMENT:
Supt. Hassenmayer reported:
*The clean up starts this week.
*Update on basketball courts/tennis courts – the weather has the painting of it delayed. They may not get done this fall. It has to be a certain temperature for the paint to dry. May have to put it off until the spring. He called Ketcham about putting the fence back together – there are some gates that were damaged. He hasn’t gotten that yet from them. He will check with them tomorrow.
* Street signs: We’ve had a lot of street signs taken over the summer. Usually it’s college kids when they’re home for the weekend etc. Another one was taken this weekend. They’re using a sledge hammer or something to pound them up. He put an extra bolt through them. The last 2 that were taken they broke the brackets that hold them to the post ie: Pine Grove (2x), Schoolhouse, Finchville by the horse farm, Robbins, Whitlock. There were questions on facebook page.
*We had a truck engine failure. It was our newest truck. Part of the new emission system – it’s called the EGR cooler – it leaked anti-freeze throughout the engine. We have a truck that’s laid up now. He picked up a new engine Friday. Hopefully it will be back together before the winter.
* Double yellow lines: probably have a day or day ½ left to finish.
Councilman Carey noted that there are kids playing on the basketball courts.
*Parking lot here is done. Parking lot at PD was delayed on Friday due to the rain. Hopefully they crack sealed it today. They got 2 days to seal coat it. They’ll do a ½ each day.
POLICE DEPARTMENT:
Chief Rickard requested executive session.
*He introduced Seth Mortenson who spoke a little bit about himself. Chief noted the taser/Aed training tomorrow. He did all his testing – everything is complete. If you’re gonna hire him – do it effective tomorrow so he can do that training tomorrow night.

MOTION TO APPROVE SUPERVISOR’S MONTHLY REPORT:

VILLAGE OF OTISVILLE:
Trustee Loeven spoke re: their board voted and approved the fire contract. She will check on the status of where it is. She will check with Paul on the AT&T phones they are now using. They have walkie-talkie capability. The fire company was asking questions on it. She noted that October 7, 1958 a bunch of Otisville women got together and formed the Country Garden Club. They will be celebrating their 60thanniversary; tomorrow at the park in Otisville at 10:00am there will be a small ceremony. They will be setting a stone at the Veteran’s memorial in memory of all the garden club members. There’ll be an unveiling of a banner that you’ll see throughout Otisville. At the last village meeting, the Mayor said he would do a proclamation which will be presented tomorrow – naming October as Country Garden Club month in the Village of Otisville. Everyone was invited.
RESOLUTION FOR COMMERCIAL SOLAR MORATORIUM 3 MONTH EXTENSION:
MOTIONoffered Councilman Howell 2ndCouncilman Cambareri to approve the following:
WHEREAS, the Town Board of the Town of Mount Hope adopted a moratorium on commercial solar facilities by Local Law on the 21stday of May 2018, and
WHEREAS, Local Law #4 of 2018 established a six (6) month moratorium from the date of adoption with the option to extend the moratorium twice in three (3) month increments by resolution of the Town Board of the Town of Mount Hope, and
WHEREAS, the Town Board of the Town of Mount Hope would like to exercise that option and extend the moratorium by three (3) months from the expiration of the initial term of the moratorium;
NOW, THEREFORE, BE IT RESOLVED THAT:
The Town Board of the Town of Mount Hope, pursuant to Section 3 (c) of Local Law #4 of 2018, hereby exercises its option to extend the existing commercial solar moratorium by an additional three (3) months, and that the additional three (3) months shall commence upon the expiration of the initial term.

**Supervisor explained that the State of New York pays taxes for one of the residents that is a senior adult home. The money came here from the state – it was deposited to our account.

The tax collector didn’t know that the money came in here. It never said for taxes or an SBL. So the county sent us a bill that they never paid their taxes. Sent them another notice and the state sent another check. Check came in – still didn’t say anything – we deposited it. They paid us 2x. So one check is going back to the state and one is going to the county.
PUBLIC PARTICIPATION:
Alison Millerwas referring to the budget meeting minutes re: Community Youth Center – 2X , then it says name for the pool building will be the “Town of Mount Hope Community Center” – which one is it? Supervisor: Town of Mount Hope Community Center. She asked what the plan is for this building noting that the Supervisor has stated he’s received $425,000 so far for it. Supervisor: there’s 2 sections to the building. One side (where the pool was) that side is about 5,100 sq ft. On that side, the outside perimeter, he wants to have 2 walking tracks, then on the inside – more recreational geared more towards younger people: foosball, ping pong, pool tables, basketball etc. Primarily – that would mostly be a younger crowd. On the left side – that would be 2,200 sq ft. You can get from one side to the other through a door. There’s a room framed out (approx. 14X20) for Rose Phillips for a large scale resource center for her gold award. It will have a table with 2 computers and book shelves around the room. That would be shut off from the rest of the room that will have exercise equipment. Probably the more adult side. She asked how he envisions the access to the building working. Will it be open to anyone – anytime? Supervisor is hoping for a key card access. You’d have to be a resident to get one. We are putting the security system in now while the walls are open. Everything will be run for cameras.
Kathie Yedziniak: asked who is babysitting the building, taking care of the rowdy kids etc. Supervisor: it would have to be staffed depending on what’s going on at what particular time. Discussion on having an AED on the wall. He thinks it will be busier in the cooler months. He would like to see scheduled activities there ie: movie night.
MOTION TO ENTER INTO EXECUTIVE SESSION:

BOARD COMMENTS:
Supervisor Volpe encouraged all board members to visit the new community center (Baker Street).
He reminded the board members/audience of the budget meeting tomorrow night at 6:00pm.
