TOWN BOARD MEETING, TOWN OF MOUNT HOPE, December 28, 2017

The Town Board meeting of the Town Board of the Town of Mount Hope was held at the Town Hall at 1706 Route 211 West, Otisville, NY, on December 28, 2017 at 7:30pm with the following present:  Supervisor Chad Volpe, Councilman Brian Carey, Councilman Dominick Cambareri and Town Clerk Kathleen Myers.

NOT PRESENT: Councilwoman Janet Sutherland & Councilman Matt Howell

OFFICIALS PRESENT:  Chief Rickard, H’way Supt. Hassenmayer & Attorney Bavoso.

Supervisor Volpe called the meeting to order at 7:30pm following the Pledge of Allegiance. He asked for everyone to silence their cell phones.

MOTION TO ACCEPT PRIOR MEETING MINUTES:

Introduction of Lisa Brattesani (Court Officer) by Justice Goldsmith. She spoke a little about herself. The board welcomed her.

BOARD REPORTS:

Councilman Carey reported that Ketcham Fence replaced the fencing at the park. It looks great.  He reported that the Catholic Church & Presbyterian Church went to Devan’s Gate and did some Christmas caroling.

Councilman Cambareri reported the comprehensive plan committee being ready to turn over their proposal. The town board will have to schedule a public hearing after that. Phase 1 on the plan is about finished. Once that’s complete they will start Phase 2. Supervisor Volpe asked how quickly this move. Attorney Bavoso stated it should move quickly. The committee has been discussing certain aspects of the zoning law that will be updated most notably the # of zoning districts, cluster sub-divisions. The zoning has already been worked on preliminarily. The committee from this point on will work on the zoning that doesn’t require the comprehensive plan to be done or passed at least to get started. He hopes that by late in the year the committee would at least have a skeleton of what the new zoning is gonna look like.  A lot of provisions will remain- but a # of them do have to be updated. Supervisor asked that as we adopt things – is it done. Bavoso: what we’re going to do during the process is the zoning will come together as 1 cohesive thing. We’ll only have to do it in 1 shot.

Once the zoning project is done, we take an entire zoning law and the town board would adopt a local law that repeals the existing zoning with the new zoning. The committee already had their public hearing; the town board has to have theirs. The resolution and motion was made to refer it to the town board so he advised that they would want to do that during the reorg meeting or the 2nd meeting of January so a public hearing could be done in February.

Supervisor Volpe reported that the roof is done at the future community center. The columns are being done. Steel shoes are being put in. He’s hoping this phase will be done within a week. He thinks the concrete will be the next phase. He may have info at next meeting. Councilman Carey asked if it has to be a certain temperature to pour concrete. Councilman Cambareri stated yes, but if it’s inside it can be heated. It can be poured in the winter but precautions have to be made.

COMMITTEE REPORTS:

HIGHWAY DEPT.:

Supt Hassenmayer received a request from a resident about a sign at the Howells cemetery. It was noted that it just says Howells Cemetery and not that the town of Mount Hope has control over it. Supervisor Volpe suggested ordering a new sign as he is looking at the supervisor’s report and it shows the Howell’s cemetery has $3800. Councilman Cambareri would like to talk about the wording on it. Attorney Bavoso suggested that they may want to take a look at the books for the cemetery because state law does require that a certain amount be held in reserve for the maintenance of the cemetery. Supt. Hassenmayer reported that the guard rail on Finchville was installed yesterday; finished up this morning. He reported all his 2017 bills are in except for the mower bill.

POLICE DEPT. by Chief Rickard:

Chief Rickard spoke re: surplus of the Setina prisoner cage. Mike Romano has finished up the electric in the basement. He received a lot of calls about activity at 174 Tally Ho Road. It was a search warrant.

MOTION TO SURPLUS POLICE EQUIPMENT:

MOTION offered by Councilman Carey 2nd by Councilman Cambareri to surplus the following:

(1) Setina Body Guard Prisoner Vehicle Partition. All in favor: Carey, Volpe, Cambareri; carried.

 

VILLAGE OF OTISVILLE:

Trustee Loeven thanked all that came to the 2 tree lightings they had in the Village. The DCO vehicle went belly up; it’s been deemed not worth repairing – they have a possible replacement with an old fire chief vehicle. It will be retro-fitted with a cap to use temporarily.

MOTION TO APPROVE HIGHWAY BUDGET MODIFICATIONS:

MOTION offered by Councilman Cambareri 2nd by Councilman Carey to approve the modifications as follows:

Increase DB3500 State Aid by $19,550.31 & increase DB5112.2 by $19,550.31;

Increase DB3500 State Aid by $15,920.07 & increase DB5112.2 by $15,920.07;

Decrease A7140.4 Parks Contr. by $2,278.21 & increase A7140.2 Parks EQ. by $2,278.21.

MOTION TO APPROVE 2018 LIBRARY CONTRACT WITH THE PORT JERVIS LIBRARY:

MOTION offered by Councilman Cambareri 2nd Councilman Carey to approve the 2018 Port Jervis library contract as presented.  All in favor: Carey, Volpe, Cambareri; carried.

JUSTICE DEPARTMENT AUDIT:

Councilman Carey will speak with Councilman Howell to schedule a date to examine the records and dockets of each justice.

BOARD OF ASSESSMENT REVIEW RE-APPOINTMENT OF WAYNE MELTON:

This was tabled until the Supervisor can speak with the Assessor.

PUBLIC PARTICIPATION:

M. Maurizzio spoke re: Mr. Dodd and the ambulance corp. money he spoke about. She asked for the board to check on the old budgets for a line item for the ambulance corp. She wanted to know where the closing paperwork for the ambulance corp. is. She next spoke about Councilwoman  Janet Sutherland and her outgoing words at the last meeting.

BOARD COMMENTS:

Councilman Cambareri asked if Chemung took back the guard rail pounder. Supt. Hassenmayer yes. He asked for Dean to tell the guys thanks for all they do. Supt. Hassenmayer we have a heck of a crew. We have 7 awesome guys with various talents.

Councilman Carey: no comments.
