BUDGET MEETING, TOWN OF MOUNT HOPE, September 25, 2017

The budget meeting of the Town Board of the Town of Mount Hope was held at Town Hall on September 25, 2017 at 6:00pm with the following present:  Supervisor Chad Volpe, Councilman Brian Carey, Councilman Matt Howell, Councilwoman Janet Sutherland, Councilman Dominick Cambareri and Deputy Town Clerk Paula Bird.

Others present: Angela Cangialosi, bookkeeper.

 

Following the Pledge of Allegiance, Supervisor Volpe called the meeting to order at 6:00PM.

 

Public hearing notice was on the table. Supervisor Volpe handed out paperwork from the state comptroller’s office for stress assessment for the town. Lowest score you can get is a zero. He explained the scoring system. In 2015 and 2016 the town got zeros. In 2014 the money was surplused before we had money to start out so they gave us a point for that because we didn’t have money to start the year, excellent job. Basically we are in the minority with zero stress. He thanked everyone here for doing a good job. He referenced packets previously given in everybody’s mailboxes. He changed the unexpended balances a little in A because taxes were lowered too much. The assessments that originally came from Dennis would have the tax rate of 6.3142/1,000 but will now be lowered to 6.3119/1,000 which is 1/2 % lower than last year. He went through the budget line by line. Town board, justices, supervisor, independent auditing, tax collection and budget officer were all left the same. Assessor contractual reflects reval. Buildings were lowered a little. Police .1 changed due to reimbursements. Veteran’s services were lowered to $1,000. Minor changes were made to social security, workers comp and hosp/med. “A” revenues clerk fees were adjusted to be more realistic.  Page 9 stayed the same. Inter-fund transfer “B” to “D” increased by $40,000 than the tentative. Safety fees were increased. Mortgage tax stayed the same as last year. Highway bridges stayed the same. Highway page 1 stayed the same. Page 2, social security, workers comp and hosp/med were all lowered. He explained the highway revenue sales tax. Inter-fund “B” to “D” went up $40,000. Howells fire is an estimate. Mount Hope fire is correct. Hidden Valley sewer was too high. That would have put us over the tax cap. Contractual went up. Contingency line was added with $1,000. Councilman Cambareri stated that contractual goes up every year as houses are built. Councilwoman Sutherland questioned personal services. There was a misprint and new page 17 and page 1 were printed. Library is an estimate. He referred back to and went over page 1 again.

 

MOTION TO SET PUBLIC HEARING FOR 2018 PRELIMINARY BUDGET:

MOTION offered by Councilman Cambareri 2nd by Councilman Howell to set public hearing for the 2018 preliminary budget on October 16 2017 at 7:30PM at town hall. All in favor: Howell, Carey, Volpe, Sutherland, Cambareri; carried.

 

There was discussion on profit/loss sheets.

 

MOTION TO ADJOURN:

MOTION offered by Councilman Howell 2nd by Councilwoman Sutherland to adjourn the meeting at 6:30PM.  All in favor: Howell, Carey, Volpe, Sutherland, Cambareri; carried.
